Dholera SIR Glossary: 25 Terms Every Property Buyer should know

Property In Dholera comes with a lot of acronyms. This glossary defines 25 terms you will meet in brochures, documents and news about Dholera SIR and Dholera Smart City, in plain English. “Dholera Semiconductor City” is also used informally for the area around the Tata fab, and it is not a legal name.

Institutions

  1. Dholera SIR. Dholera Special Investment Region, a planned region of about 920 sq km across 22 villages in Ahmedabad district.

  2. DSIRDA. The Dholera Special Investment Region Development Authority, the statutory body that plans and regulates the region.

  3. DICDL. Dholera Industrial City Development Limited, the company that builds the city’s infrastructure and allots industrial land.

  4. NICDC. The National Industrial Corridor Development Corporation, the central agency that oversees industrial corridors and publishes progress reports.

  5. DMIC. The Delhi–Mumbai Industrial Corridor, the national programme of which Dholera is a node.

Planning Terms

  1. TP scheme. A Town Planning scheme, which reorganises land into planned plots, roads and public spaces. Dholera SIR has six.

  2. Original plot. The plot a landowner held before the scheme.

  3. Final plot. The plot allotted to the owner after the scheme, identified by a final plot number. This is the number to match against your sale papers.

  4. FP road. A road shown in the Final Plot layout of a scheme.

  5. Activation Area. The first-phase zone of about 22.5 sq km where trunk infrastructure was built first.

  6. ABCD building. The Administrative and Business Centre Dholera, reported to house the control centre and a single-window office.

  7. ICCC. The integrated command and control centre, which monitors city services.

  8. Development Plan. The region’s master plan for land use and major roads.

  9. Land-use zone. The category assigned to land, such as residential, commercial or industrial.

Building Rules

  1. FAR. Floor area ratio, which multiplies plot area to give the total floor area you can build.

  2. Setback. The open margin required between a building and the plot boundary.

  3. Ground coverage. The share of the plot the building footprint may occupy.

  4. SCO. Shop-cum-office, a plot type associated with small commercial use. Check the permitted uses for the exact plot.

Documents and Records

  1. NA. Non-agricultural permission, which allows agricultural land to be used for other purposes. In Gujarat it comes under Section 65 of the Land Revenue Code.

  2. 7/12. The village land record extract that shows the holder, survey number, area and tenure. You can view it on Gujarat’s AnyROR portal.

  3. 8A. A companion land record that shows the holder’s total holdings in the village.

  4. Encumbrance certificate. A record of registered deeds and burdens on the property, which you can search through the state’s GARVI portal.

  5. Jantri. The government’s minimum property value. Stamp duty is charged on the higher of the agreement value or the Jantri value. In Gujarat, stamp duty is 4.9% and registration is 1%.

  6. Mutation. The update of the revenue record so that it shows the new owner after a sale or inheritance.

Environment

  1. CRZ. The Coastal Regulation Zone, which restricts construction near the coast. A government committee record says about 400 of the SIR’s 920 sq km falls under it.

How to Use This Glossary

Each term connects to a check you can do. Use our document checklist to put terms 19 to 24 into practice. Ask sellers to use these words precisely, and be cautious when they do not. A seller who says “SIR plot” should be able to tell you the scheme and the final plot number. A seller who says “approved” should be able to name the authority and show the order.

Terms You May See in News

Reports about Dholera Semiconductor City often use “fab” for a wafer-making plant, “OSAT” or “ATMP” for assembly and test plants, and “SEZ” for a Special Economic Zone. An April 2026 SEZ notification covers specified plots for the Tata unit, not the whole region. These words describe industry, not land title, so do not confuse them with the planning terms above.
